The Company for Hydrocarbons Offshore Terminals Management and Exploitation “STH Jsc” issues a national and international open invitation to tender regarding the:

Supply of 03 skimmers for the three regional directorates of Arzew, Bejaia and Skikda

Interested companies may withdraw or receive the tender package upon presentation of the following documents:

Note:

- A confidentiality letter shall be filled in and signed by the prospective tenderers during the tender package withdrawal.

- The companies which were subject to exclusion from STH JSC company contracts and from SONATRACH group are not accepted to withdraw the tender package.

The tendering mode applicable to the present invitation to bid is in single stage.

Concerning the present invitation to tender, the technical tenders, without any price indication and the financial tenders accompanied each one by the documents listed in the tender package must be handed over at the same time in two separate envelopes put inside the same envelope, at the following address:

We inform the tenderers that the offers must contain at the same time the technical part and financial part in two separate envelopes, contained in one envelope.

We inform the tenderers that the offers must be deposited in No later than 60 days at 15:00hrs as of the closing date of the tenders’ submission, each tender sent after this deadline will be rejected.

Bidders must provide the documents constituting the technical offer, the administrative fold and the financial tender which the details are listed in section 2 '' Specific data of the tender package.

The technical tenders are accompanied by a tender bond (original copy of the tender bond) with an amount of 360.000.00 DZD for the Algerian companies, and 4000.00€ for the foreign ones..

The validity duration of the tender bond (s) is equal to the tender validity duration that is 180 days with an additional time of 30 calendar days as from the opening date of financial tender.

The technical tenders’ envelopes shall be opened in the presence of tenderers’ representative (s) which would like to attend the tenders opening session upon convocation which shall be sent to them.

The financial tenders’ envelopes shall be opened and examined in the presence of tenderers which would like to attend the tenders opening session or their duly authorized representatives.

The invitation to attend the financial tenders opening session shall be addressed to only tenderers which the technical tenders declared conformed with the tender package requirements.

Any modification of the technical tender or the financial one shall not be accepted after the tenders’ submission.

Tenderers shall remain bound by their tenders for a period of one hundred eighty (180) calendar days as of the tenders handing over date.

The technical offer is given with a guarantee of offer of an amount of Five Millions Algerian Dinars (5 000 000DA) for the Algerian companies and Forty Thousand Euros (40 000 €) for the foreign

Methods and terms of bid’s handing over:

The bidder puts the original offer as well as its technical and financial copies into separate envelopes, stamped and sealed, each containing required documents for the call for bidding mentioned above which should be marked :

“Offre Technique – ORIGINAL” et “Offre Financière – ORIGINAL”,

“Offre Technique – COPIE N°1” et “Offre Financière – COPIE N°1”,

“Offre Technique – COPIE N°2” et “Offre Financière – COPIE N°2”.

These envelopes must be put into an external envelope equally stamped.

Only internal envelopes will be marked by the ACRONYM, the corporate name and the address of the bidder in such a way as to allow to the contracting party to return the stamped bid not opened if it were declared by the committee “AFTER DEADLINE”.

External Envelopes

External envelopes must be sent to the contracting party and should exclusively bear the title of the market shown in the Call for Bidding Particular Elements (DPAO), the title and number of the Call for Bidding with the mention: “Offre Technique et Offre Financière – Ne pas ouvrir”.

The deadline for reception of clarification’s applications is appointed for ten (10) days before bids handing over deadline mentioned above.

The deadline for handing over bids is appointed for forty five (45) days as from the date of the first publication of the present notice in the Tenders Bulletin of notices of call for bidding of companies and administrations of Energy and Mining Sector (BAOSEM).

In case the closing date coincides with the legal rest day and / or public holiday, envelopes will be submitted on the following working day.

Technical offers are completed by a Bid Bond for tender.

The amount of the guarantee is from One Million Fifty Hundred Thousand Algerian Dinars (1 050 000 DA) for Algerian bidder and Seven Thousand Five Hundred Euros for the Foreign bidder (7 500 €).

Foreign bidder shall pay a deposit for bid for each separate batch, drawn up by a leading foreign bank to the External Bank of Algeria - International Relations Department, located at 48, Rue des Frères Bouadou – Bir Mourad Raïs Alger in favour of SONATRACH – Exploration and Production Activity – Laboratories Division,1st November Avenue - Boumerdès 35000 Algeria.

Algerian bidder shall pay a deposit for bid, drawn up by a leading Algerian bank in favour of SONATRACH – Exploration and Production Activity – Laboratories Division, 1st November Avenue - Boumerdès 35000 Algeria.

Whose validity duration is equal to offers duration validity so to say one hundred and twenty (120) calendar days added to an additional period of thirty (30) calendar days as from the deadline for deposit of offers.

Envelopes containing technical offers shall be opened in presence of the bidder or his duely appointed representatives who wish to attend the envelope opening session that shall be planned at the following address:

Bidders remain committed by their offers for a period of one hundred and twenty (120) calendar days added to an additional period of thirty (30) calendar days as from the deadline for deposit of offers.

NOTA :

The call for bidding file shall be handed over only to the representative duly appointed by the bidder wishing to take part to the present call for bid,

Any Mark allowing the identification of bidder should not appear on external envelope, at the risk of rejection,

- The applicants appearing on the black list of the Energy and Mining Sector Companies are not allowed by the present call for bidding file,

Les formes et modalités de remise des offres :

Le soumissionnaire place l’original de chaque offre et ses copies, technique et financière, dans des enveloppes séparées, scellées et cachetées, contenant chacune les documents requis par le Dossier d’Appel d’Offres, portant les mentions :

"Offre Technique – COPIE N°2" et "Offre Financière – COPIES N°2".

Ces enveloppes seront placées dans une enveloppe extérieure également cachetée.

Seules les enveloppes intérieures porteront le sigle, la raison sociale et l’adresse du soumissionnaire, de façon à permettre à la Structure Contractante de renvoyer l’offre cachetée non ouverte, si elle a été déclarée "hors délais".

Les enveloppes extérieures :

Les enveloppes extérieures seront adressées à la Structure Contractante et porteront exclusivement l’intitulé du marché indiqué dans les DPAO, le titre et le numéro de l’Avis d’Appel d’Offres et la mention "Offre Technique et Offre Financière – Ne pas ouvrir".

La date limite de réception des demandes de clarification est fixée à dix (10) jours avant la date limite de remise des offres, indiquées ci-dessous. La date limite de dépôt des offres est fixée à quarante-cinq (45) jours, à compter de la première publication du présent avis au bulletin des appels d’offres du secteur de l’énergie (BAOSEM).

Toute soumission envoyée après ce délai sera considérée comme nulle et non avenue, le cachet du bureau d’ordre central de SONATRACH – Activité Exploration – Production – Division Laboratoires – Boumerdès, faisant foi.

Dans le cas où la date de clôture coïncide avec le jour de repos légal et/ou férié, les plis seront déposés le jour ouvrable suivant.

Les offres techniques sont assorties d’une garantie de l’offre (caution bancaire de soumission) :

Les soumissionnaires de droit algérien, mettront en place une caution bancaire de soumission d’un montant de Un Million Cinquante Mille Dinars Algériens (1 050 000,00 DA), établie par une banque algérienne de premier ordre en faveur de la SONATRACH – Activité Exploration – Production - Division Laboratoires - Avenue du 1 novembre 35 000 Boumerdès Algérie.

Les Soumissionnaires étrangers, mettront en place une caution bancaire de soumission de Sept Mille Cinq Cent Euros (7 500,00 €). Établie par une banque étrangère de premier ordre auprès de la Banque Extérieure d’Algérie, Direction des Relations Internationales, sise au 48 Rue des frères Bouadou – Bir Mourad Rais – Alger, en faveur SONATRACH – Activité Exploration – Production - Division Laboratoires - Avenue du 1 novembre 35 000 Boumerdès Algérie.

La durée de validité de la caution de soumission est fixée à Cent Vingt (120) Jours, assortie d’un délai supplémentaire de Trente (30) Jours calendaires, à compter de la date limite de dépôt des offres.

Les plis contenant les offres techniques seront ouverts en présence du ou des représentants des soumissionnaires qui le souhaitent à la séance d’ouverture qui aura lieu à l’adresse de :

SONATRACH – Activité Exploration - Production – Division Laboratoires – Boumerdès.

Les plis contenant les offres financières seront ouverts et examinés en présence des soumissionnaires qui souhaitent y assister ou de leurs représentants dument désignés lors de la séance d’ouverture et d’examen des offres financières qui se déroulera à la date, à l’heure et à l’adresse mentionnées dans l’invitation qui sera adressée aux seuls soumissionnaires dont les offres techniques déclarées conformes aux exigences du Dossier d’Appel d’Offres.

Les soumissionnaires resteront engagés par leur offre pour une durée de cent vingt (120) jours calendaires, assortie d’un délai supplémentaire de trente (30) jours calendaires à partir de la date de remise des offres.

NOTA :

Le Dossier d’Appel d’Offres ne sera remis qu’au seul représentant dûment mandaté par le soumissionnaire souhaitant participer au présent appel d’offres.

Aucune marque permettant l’identification du soumissionnaire ne doit figurer sur l’enveloppe extérieure, sous peine de rejet.

Les candidats figurant dans la liste noire des entreprises du secteur de l’énergie ne peuvent pas retirer le présent dossier d’appel d’offres.

Le montant versé pour le retrait du Dossier d’Appel d’Offres et tous les frais y afférents ne sont, en aucun cas, remboursé.
